SOLUTION

The proposed solution designed by Smart Offices included installation of a new audiovisual system to provide video distribution and display, audio reinforcement, video conferencing, recording, and AV system control. The technology in the room was installed in two phases.

Phase One

Phase one provided a new system to support audio amplification of all court participants. This phase was temporary and was intended to accommodate social distancing in the courtroom through a rearrangement of furniture and the location of court participants. The audio system included wired and wireless microphones, an audio processor, amplifiers, and speakers. Additional equipment was required to support the audio system – including a Crestron AV control system and an AV equipment rack. The equipment from phase one was utilized in the second phase when the courtroom returned to its normal configuration.

 Microphones
  • Judge’s Microphone – Installation of a gooseneck type microphone with a moveable desktop base.
  • Clerk’s Microphone – Installation of a gooseneck type microphone with a moveable desktop base.
  • Witness Microphone – Installation of a tabletop boundary microphone.  The boundary microphone will be affixed to the endcap of the railing next to the witness stand.
  • Council Microphones – The council tables (2) will be equipped with tabletop boundary microphones affixed to the table surface to avoid tampering.
  • Podium Microphone – Installation of a gooseneck type microphone mounted directly to the podium upper surface.
  •  Jury Microphones – Installation of a Shure Microflex wireless microphone system to support a temporary reconfiguration of the courtroom supporting social distancing. The wireless microphones was set up for jurors who have been relocated from the jury box to the gallery, positioned throughout to maintain social distancing. Six wireless boundary microphones will be mounted on moveable stands to allow strategic placement based on the juror seating.  The wireless microphone may be reused in the rear row of the jury box during phase two depending on the final configuration of the jury box.
Court Reporter

Installation of a Dante headphone interface at the court reporter’s station. The headphone audio consists of a balanced mix of all the room microphones. Headphones to be provided by the court.

Courtroom Network Infrastructure

The wired microphones and headphone interface connect to Dante interfaces affixed to the underside of courtroom furniture at select locations. Existing floor data jacks within the courtroom connect to the Dante interfaces to the data center in the basement where the data lines connect to a Dante compatible network switch. A single CAT6 cable was installed from the basement to the 3rd floor storage room connecting the Dante microphones to the remainder of the AV system in the equipment rack.

AV Equipment / Evidence Cart

Installation and setup of a new AV equipment cart equipped with a 65” flat screen display.  Sources for the display include a new DVD/Blu-ray player, a new VHS player/recorder, and an Elmo P10HD document camera provided by the court.  The sources connect directly to the display.  Display control using the wireless remote control.

Audio Processing and Amplification 

Installation of a BiAmp Tesira Forte digital audio signal processor (DSP) in the AV equipment rack. The DSP was set up to support microphone preamplification, tuning, and routing to selectively amplified speaker zones. Installation of a multi-channel audio amplification system and eight surface-mount speakers. The eight speakers were arranged in a mix-minus configuration of six independent zones.

AV System Control

Installation of a custom Crestron audiovisual control system consisting of a control processor and two user touch screens.  A custom control application was developed to support the audio functions.

AV Equipment Location

A floor-standing AV equipment rack is located in a storage room adjacent to the courtroom.

 

Phase Two

Phase two introduced video distribution, display, video conferencing, and also included the deployment of a hearing assistance system. Phase Two was implemented while the courtroom was in the temporary configuration.

In phase two the Crestron audiovisual control system was updated to support the video system equipment.

Displays
  • Jury Displays – Installation of two wall-mounted 65” television displays, one facing the north jury box and one facing the south jury box. One display is sourced from the AV equipment cart from phase one.
  • Courtroom Display – Installation of an 86” television display on the north wall.  The 86” display required custom woodwork framing surrounding the display to match the décor of the courtroom.
  • Council – Installation of a 22” video monitor, one each at each council table.  The council displays are fed content using Gefen wireless HDMI extenders.
  • Judge’s Display – Installation of a 22” video monitor.
Video Distribution

Installation of a video distribution and routing system, including a Crestron Digital Media 16×16 matrix multimedia switcher and necessary input/output peripherals.

Media Sources

A Barco Clickshare CSE-200 wireless presentation was installed to allow the wireless display of evidence from the council tables.  Each table was equipped with a USB wireless transmitter for connection to a council laptop.

Annotation

Installation of a video annotation system based on the Crestron DGE-100 graphics engine. Two annotation touch screens were installed allowing mark-up of active presentation/evidence media.  One touch screen is located at the witness stand and required custom mounting.  A second touch screen was installed on the AV equipment/evidence cart.

Hearing Assist

Installation of a Williams AV FM Plus assistive listening system including one wireless FM transmitter, four belt pack receivers, four earphones, and two T-coil neck loops. The hearing assist audio consists of a balanced mix of all the room microphones.

Special Conditions

AV cabling was secured and concealed where possible to preserve the historic nature of the courtroom. Low-profile floor raceway provided by the AV contractor was required at select locations along with custom wire/cable concealment to match the furniture and woodwork within the courtroom. 

Jury Microphones

Installation of four tabletop boundary microphones in each of the north and south jury boxes. The microphones are affixed to the railing for the front row of jurors. Two more microphones were attached to custom pedestals or a second-row railing to serve the second row of jurors. As an alternate, the wireless microphones used for social distancing may be deployed during phase two.

Video Conferencing

A Poly Group 300 conferencing system provided by the court was integrated with the video distribution system. The CODEC is located in the AV equipment rack. The camera is wall-mounted.

AV Equipment / Evidence Cart

The AV equipment/evidence will be reconfigured for phase two. The display will be removed and repurposed serving as one of two 65” displays for the jury. The DVD/Blu-ray player, VHS player/recorder, and document camera will remain on the cart and will connect to a Crestron digital media transmitter. The transmitter will connect to a new wall plate allowing the AV resources within the cart to connect to the video distribution system and displayed on any/all monitors.

Video/Audio Recording

The video and audio systems were designed and configured to support future onsite video and audio recording as well as integration with offsite courtroom recording systems and services such as For The Record (fortherecord.com).
